World Bank, ADB Back ₹15,000 Crore Loan Proposal for Amaravati

Amaravati’s capital development project in Andhra Pradesh could receive an additional financial boost, with the World Bank and Asian Development Bank (ADB) reportedly responding positively to a ₹15,000 crore loan proposal submitted by the Andhra Pradesh Capital Region Development Authority (APCRDA). The proposed funding is expected to support ongoing infrastructure projects and accelerate the development of the state’s planned capital.

Representatives of the two international financial institutions have reportedly expressed satisfaction with construction progress, worker welfare arrangements, environmental protection measures and infrastructure development in the capital region. They also acknowledged Amaravati’s potential to develop into an internationally recognised planned city.

Over ₹52,000 Crore Worth of Works Underway

According to the provided information, 102 major construction and infrastructure projects are currently underway in Amaravati, involving an estimated expenditure of ₹52,000 crore. The proposed additional loan of ₹15,000 crore could help advance several important projects across the capital region.

The projects include the High Court, Legislative Assembly, Secretariat, prominent government buildings and residential complexes for government employees. Additional funding could help maintain construction momentum across these developments.

World Bank Team Reviews Construction Progress

A delegation from the World Bank recently visited Amaravati to assess construction activities on the ground. During the visit, the team examined the quality of ongoing works, progress against scheduled deadlines and compliance with environmental and social safeguards.

Following the assessment, the international financial institutions reportedly responded favourably to APCRDA’s request for additional financial assistance. However, formal approval of the proposed loan and confirmation of its disbursement have not been independently established.

Focus on Green and Climate-Resilient Infrastructure

The Andhra Pradesh government is developing Amaravati with an emphasis on sustainable urban planning and climate resilience. The development strategy includes drainage networks, flood management systems, environmentally responsible infrastructure and smart logistics corridors.

The approach aims to incorporate international practices into the planning and construction of the capital city while addressing infrastructure and environmental requirements.

APCRDA Plans Project Monitoring Support

To strengthen implementation and ensure proper use of the proposed additional funding, APCRDA is preparing to appoint a dedicated Programme Management Consultant. The consultant is expected to oversee project execution, financial management and compliance with prescribed standards.

Effective monitoring will be important as construction continues across multiple infrastructure projects, particularly if the proposed additional financial assistance receives formal approval.

Amaravati’s Development Plans

The proposed ₹15,000 crore loan could support Amaravati’s long-term infrastructure development and help improve its prospects for attracting investment, industrial activity and employment opportunities. Continued assistance from international financial institutions could also support the state government’s objective of establishing Amaravati as a modern, greenfield planned capital.

For now, the additional funding remains a proposal, and its formal approval and disbursement are yet to be independently confirmed. The next steps will depend on the financing process and the decisions of the institutions involved.
